DRC Advances Germanium Processing Strategy as STL-Umicore Partnership Gains Belgian State Backing
The Democratic Republic of Congo (DRC) is advancing efforts to move up the mining value chain, with a strategic partnership between the Société du Terril de Lubumbashi (STL) and Belgian group Umicore expected to strengthen the country’s germanium industry.
The Belgian Council of Ministers’ approval of a state guarantee for the partnership marks an important step in the development of the strategic mineral sector and provides additional support for planned investments.
The partnership aligns with the DRC government’s strategy of increasing local value addition by prioritising mineral processing, technology transfer and skills development rather than relying primarily on the export of raw materials.
Germanium is a critical mineral used in a range of high-technology applications, including semiconductors, fibre-optic systems, high-efficiency solar cells, infrared technologies and telecommunications. It also has applications in specialised defence technologies.
As demand for advanced technologies continues to grow globally, germanium has become increasingly important to industries seeking secure supplies of critical minerals.
For the DRC, the STL-Umicore partnership forms part of a broader push to capture more value from the country’s mineral resources within its borders.
The initiative is expected to support the development of local processing capacity while facilitating the transfer of industrial expertise and strengthening technical skills among Congolese workers.
The strategy is being pursued under President Félix Antoine Tshisekedi Tshilombo’s administration and the government led by Prime Minister Judith Suminwa Tuluka.
Under Mines Minister Louis Kabamba Watum, the mining sector is increasingly focused on partnerships that can support industrialisation and strengthen the DRC’s integration into global critical-mineral value chains.
Beyond securing germanium supplies for international manufacturers, the STL-Umicore partnership is expected to provide technical and technological support for the development of the Congolese germanium industry.
The approach reflects the government’s broader ambition to transform mining into a driver of economic diversification, industrial development and greater economic sovereignty.
The Belgian state guarantee could also improve investor confidence by reducing financial risks associated with the project.
This may help facilitate access to financing and support the timely implementation of planned investments.
The development comes amid intensifying global competition for critical minerals, with countries seeking to secure reliable supplies for strategic industries and advanced technologies.
For the DRC, expanding its role beyond mineral extraction and into processing could allow the country to retain a greater share of the economic value generated by its resources.
The STL-Umicore partnership therefore represents another step in the DRC’s efforts to attract industrial investment, develop domestic processing capabilities and strengthen its position in the global critical-minerals market.
